To address the root causes of problems like maritime piracy and trafficking by sea, many governments and intergovernmental organizations working on maritime security have dramatically expanded their visions.

“Maritime security” strategies now encompass themes as diverse as maritime crime, human security at sea, the development of sustainable blue economies, environmental protection, cyber security, seafarer safety, and the well-being of coastal communities. These widened scopes draw welcome attention to the complex drivers of maritime security problems, but they also pose some pressing challenges.

This presentation talks through these challenges, relying on first-hand experience with emerging maritime governance frameworks in Africa, Asia, and the Western Hemisphere. It will highlight the roles that specialists working across the social, physical, and life sciences should have in advancing these initiatives. The Stable Seas Maritime Security Index will be offered as a model research tool that can help these frameworks work toward ambitious maritime governance goals.
